My take is to restrict the club/ball makers and go back a few generations of technology.
I found a Golf Channel website talking about driving distance. In 1980 the longest driver on tour (Dan Poul) hit the ball 274.3 yards. In 2003 at the PGA peak the longest driver (Hank Kuehne) was hitting 321.4 yards (a difference of 47.1 yards!) Jim Furyk was ranked 131 in 2003 and still hitting the ball 281.3 which was better then Dan Poul in 1980 . In 2009 the longest hitter (Bubba Watson) was driving the ball 311.1 yards (a difference of 36.8 yard from 1980).
The tough part about this is these clubs/balls allow players like Norman and Tom Watson to be able to compete on the PGA tour into their late 50's/60's, but it also allows for lower scores. Personally Im torn because watching Watson vs Cink in 2009 at The Open was amazing. However knowing that its in large part because of technology makes me wonder if the game is better because of it.
